Kingston's Sewer Commission faced sharp public criticism over a signed agreement allowing a private Duxbury developer to tap into the town's wastewater system. Chair Elaine Fiore, Commissioner Brian Donahoe and Commissioner Mark Guidoboni spent more than two hours fielding questions from dozens of residents, including Daniel Zotos and Marsha Meekins, who argued the commission lacked authority to reserve 22,000 gallons of daily capacity for the Miramar project without a town meeting vote. The developer deposited $3.2 million, with $500,000 non-refundable, commissioners said.
Legal counsel Alex Castro cited Chapter 439 of the Acts of 1998 as the commission's authority, a claim residents disputed, calling it "a complete non sequitur" and demanding a written legal opinion. No vote was taken; the board agreed to forward residents' questions to town counsel.
