Kingston's Board of Water Commissioners voted 3-0 to recommend Matt Zawinski as its lead candidate for water superintendent. Commissioners kept runner-up Mark Cloud, called "a very highly qualified candidate," in reserve in case talks with Zawinski fall through. Board members said the department's consent order with the state stemmed partly from superintendents spending too much time in the field instead of on office and engineering detail, with one commissioner saying, "we weren't focusing on the details that we've done." The board also voted unanimously to authorize moving forward on salary and benefits negotiations after Oct. 23, coordinating with a staff member identified only as Tina.
