Kingston Sewer Commission accepts $4.09 million Duxbury capacity deposit

Kingston Sewer Commission votes to accept a $4.09 million capacity deposit from a Duxbury development project and advances a 30,000-foot sewer expansion. The commission unanimously approved a letter requiring the Miramar project in Duxbury to pay a 75 percent nonrefundable deposit of $3.99 million plus $100,000 in engineering escrow within five business days to reserve 44,000 gallons per day of capacity at Kingston's wastewater plant, priced at $40,000 per equivalent inflow unit. CDM Smith engineer Cara presented the next phase of the town's Comprehensive Wastewater Management Plan, calling for 30 percent design documents covering just over 30,000 feet of new gravity sewer aimed at reducing septic nitrogen in Kingston Bay and the Jones River watershed and protecting the South and Millgate drinking water wells, where nitrate levels have climbed to 3.5 milligrams per liter.

Commissioner Brian Donahoe said the commission would assemble a broad coalition including the Jones River Watershed Association to support a State Revolving Fund loan application due by approximately July 20, 2026, a filing that could qualify Kingston for a zero percent construction loan.
