Kingston Water Commission Elects New Chair, Advances Miramar and CDM Contracts

KINGSTON — June 4, 2026 — Kingston Water Commission reorganizes and presses toward signing two contracts. The board unanimously elected Elaine Pereira as chair and Brian Donahue as vice chair at its June 4 meeting before spending the bulk of the session negotiating final language on a capacity agreement with the developer of the Miramar 40B residential project in Duxbury and reviewing town counsel's markups on a separate engineering services contract with CDM. On the Miramar agreement, commissioners agreed to tie allocated sewer or water capacity to a specific Duxbury parcel identified by map and lot number — rather than to the project broadly — to prevent capacity from being transferred or redirected, and directed that language explicitly granting the commission the right to invest deposited developer funds exceeding $100,000 and retain all earnings be added to the document. On the CDM contract, the commission voted unanimously to accept town counsel's recommendations rejecting several CDM-proposed changes to suspension, owner-guarantee, quality-standards, and dispute-resolution provisions. The commission is targeting signatures on both agreements at its next meeting, expected Tuesday, June 9.
