Kingston Board of Health moves toward $300-a-day fines for health code scofflaws. Health Agent Joyce told the board the current $25-to-$75 fine schedule, in place for roughly 20 years, provides little incentive to fix violations like uncollected trash and failing septic systems. She proposed escalating daily fines of $100, $200 and $300 for repeat offenses, modeled on the Conservation Commission's approach, citing an unresolved Cranberry Court trash case and a monthlong Dollar Tree closure as examples.
"An enforcement fine is not meant to be punitive, but it is meant to motivate somebody to become in compliance," Joyce said. The board gave informal approval and directed her to draft formal bylaw language for a future vote. Separately, the board left unresolved a three-year-old commitment to review Joyce's job title and pay to reflect expanded departmental oversight.
