Board of Health · Meeting of August 4, 2026

Kingston Board of Health approves one ADU septic variance, stalls a second over zone II rules. The board voted unanimously Tuesday to allow a reduced, 329-square-foot leaching field for an accessory dwelling unit at 52 Regan's Road, after Health Agent Joyce found the property's full acreage still met Title 5 standards. A second ADU request on Higgins Road was withdrawn with no vote after the board learned the property, already over its Zone II bedroom allowance on a roughly 4,700-square-foot lot, would need a nitrogen-reducing system installed facility-wide.

Separately, the board is weighing a higher daily fine against a 106 Elm Street homeowner whose failing septic system, near wetlands in a Zone II area, has gone uncorrected since 2018. "It usually motivates people," Joyce said of the fines "that does tend to speak to movement." The board also opted to make restaurant inspection reports available via public records request rather than adopt a letter-grade system.
