Kingston Sewer Commission Unanimously Approves Miramar Sewer Connection Agreement
KINGSTON — May 5, 2026 — Kingston Sewer Commission approves Miramar connection agreement and discloses $560,022 in free cash. The commission voted unanimously at its May 5 meeting to approve a sewer connection and billing agreement for the Miramar development project, correcting two drafting errors — an exhibit still showing a 50 percent deposit rate rather than the agreed 75 percent, translating to a dollar figure of $4,090,000, and a "Title V" reference that should read "Title 5." Chair Brian Donahue said the agreement is a critical-path item enabling a separate $100,000 CDM engineering stipend to flow directly into the commission's account once both documents are executed. A placeholder meeting was set for May 12 at 4:30 p.m. to take up the CDM contract pending town counsel clearance. The commission also disclosed that FY2025 free cash closed at $560,022, attributed to unspent article appropriations and operating surplus, allowing the commission to drop a planned $249,000 town meeting article entirely.
