Kingston Sewer Commission Votes to Accept MassDOT Free-Labor Pipe Extension Offer

KINGSTON — May 19, 2026 — Kingston sewer commissioners unanimously voted to accept a MassDOT offer to install roughly 300 feet of new sewer pipe near the Exit 8 Smith Lane roundabout at no labor cost to the town. The commission took two votes at its May 19 meeting: one authorizing Superintendent David Walsh to coordinate with MassDOT on the design and installation, and a second authorizing Walsh to purchase the PVC pipe, manhole structures, and covers — the only costs the town will bear. MassDOT, which is redesigning the Exit 8 interchange and adding a roundabout on both sides of the highway, offered to absorb all excavation, installation, and repaving costs if Kingston supplied the materials. The new line would extend the system toward Ocean Hill Drive and position the department for expansion into a broader long-range study area. Walsh said he needed to notify MassDOT by week's end to be included in the project scope, with a 70 percent design public meeting expected in June. The department also reported $560,022 in retained earnings from septage receipts and approximately $417,000 in quarterly betterment billings, with newly signed Finance Director Carol McCoy calling the department's finances "in great shape."
